Mariusz Rafał Frankowski is a Polish politician and local government official. Since December 2023 he has served as the Voivode of the Masovian Voivodeship.
A graduate in international relations (Adam Mickiewicz University, Poznań) and public management (University of Warsaw), he also completed postgraduate studies in innovation management (SGH Warsaw School of Economics & Lake Forest Graduate School of Management, Illinois) and holds an Executive MBA from Kozminski University.
He previously worked in regional development and EU funds management, including as Deputy Director at the Mazovian Marshal’s Office (2007–2011) and Director of the Mazovian EU Programmes Unit (2011–2023). From 2014 to 2023 he was a Warsaw City Councillor with Civic Platform, chairing the Economic Development Committee, and between 2019–2023 he was a member of the European Committee of the Regions.

Petter Nore (Ph.D in Economics (Thames Polytechnic), MSc and BSc (London School of Economics), MBA (Trium)) has a broad background in the energy sector from government, business, academia and multilateral organizations. He is today professor emeritus at Nord University Business School (Norway) and works as a senior energy consultant in the Nansen program for Norad.
He was formerly Senior Vice President in Norsk Hydro, Director of gas and strategy in the Norwegian Ministry of Oil and Energy and Chief Energy analyst in the Norwegian Ministry of Foreign Affairs.
Dr. Nore has also worked as Team Leader for Natural Gas in the World Bank. From 2007 to 2013 he headed the Norwegian development project “Oil for Development” working for Norad. He was a member of UN General Secretary’s advisory group “Sustainable Energy for All” (2015).
He has published extensively in the field of energy and political economy. His main research interest centers around decarbonisation, hydrogen and geopolitics/geoeconomics.

We are honored to welcome Professor Muhammad H. Zaman as the keynote speaker for the upcoming TURBO Conference.
Professor Zaman is a globally recognized expert in biomedical engineering and global health at Boston University, where he leads the Laboratory for Molecular & Cellular Dynamics. His work spans systems biology, healthcare innovation in low-resource settings, and policy development for displaced populations.
With a strong focus on education, innovation, and resilience in crisis-affected regions, Professor Zaman’s keynote will offer valuable insights aligned with the TURBO project’s mission to strengthen higher education in times of societal disruption.
